Right on. Most of the restricted panels start after hours (10pm and so on). However if you are unsure about an even during the day the schedule provided online can tell you. Lap they will get a booklet at con with a map, and schedule of events that will say if they are not old enough to go to.
They will check badges for these types of events. I hear they are using the scan code on the badges to check badges.

In the past yes. I have had a print off of Sebastian from Kuroshitsuji (Black Butler) signed before my J. Michael himself ^^. The rules may change though, since allot of issues with copyright stuff has been floating around. Just try and print off a picture of the character that is not of someone elses creation (I.e. stay clear of Deviant Art). When in doubt, Vendors hall is bound to have some powers/wall scrolls/ books/ ect. for fairly cheap.
