I tried to find information on this but couldn't really find any. Can any of you give me a link to the rules, location, and time? I am guessing that the contest is restricted to Anime characters since this isn't really a multi-genre con... but I would like the info anyways. Thanks!

It's linked to from the events page, scroll to the cosplay section. Signups are at the con, and first-come first-serve (no reservations).
