The most difficult part of this picture will be the 'coat' . Honestly thrift stores will be your best friend for the best and undershirt. The cravat shouldn't be too awful if you look up some videos on how to tie them.
The jacket you may have to make, in which case I strongly recommend a Pattern for rather than freehanding it.
