Does anyone know, from past experience at Anime Midwest, if voice actors can autograph an appropriate picture that has been printed from a computer? For example, a printed picture of a character the voice actor voiced in a series.

In the past yes. I have had a print off of Sebastian from Kuroshitsuji (Black Butler) signed before my J. Michael himself ^^. The rules may change though, since allot of issues with copyright stuff has been floating around. Just try and print off a picture of the character that is not of someone elses creation (I.e. stay clear of Deviant Art). When in doubt, Vendors hall is bound to have some powers/wall scrolls/ books/ ect. for fairly cheap.
